Donald Trump issued a new executive order on April 29, 2025, stating:
"As of now, any vehicle assembled in the United States with at least 85 percent of its parts sourced from the U.S. or from USMCA member countries (Canada and Mexico) will be exempt from import tariffs."
According to a study by the Kogod School of Business on vehicles produced up to mid-2024, only two models currently meet that threshold: the Tesla Model 3 Performance (87.5%) and the previous-generation Tesla Model Y (85%). The Tesla Cybertruck is close at 82.5%, while the Model X, Model S, and Ford Mustang each come in at 80%. However, this data does not include vehicles produced in 2025 and only accounts for U.S. and Canadian parts — excluding Mexican content, which under Trump’s USMCA rule, should be counted toward the 85 percent threshold.
Starting April 2, all foreign-made vehicles imported into the U.S. are subject to a 25% tariff. Additionally, auto parts such as engines and transmissions will also face the same 25% tariff, even if those parts are used in vehicles assembled within the United States.
